It's more of a psychology thing. Thing is, neither Russia nor Russians are a viable or required asset without socialism, as they cannot adapt to capitalist policies. So to them, any employer is still "the state" - a common owner of goods and meanings of production, so it's okay to steal from the said "owner" - after all, the state is YOU.
System worked perfectly well under socialism as it implied such theft under the "shrinkage and attrition" policies, when a pair of American jeans could've """shrunk""" while being transported, and that was signed off as "shrinkage" after it was measured by weigh - that way, a warehouse slave was able to get himself a 200 roubles (which equals 200 bucks) pair of levi's for free, which made he feel like he belongs and does the right thing - that's why so many people miss the soviet union.
tldr socialist stuff, you wouldn't understand, just realize that with socialism we are unstopable and without it we are laughable.
