I don't get it. Why should them both being anti-government prevent them from being opposed? In fact, a civil war is a situation when a government collapses and all radical groups start to execute open violence upon each other, i.e. oftentimes it is the government who supports order and provides a non-violent approach to politics, for example through a parliament and an elections system.
