it's not legal. you can't just own CP in Russia. you will get arrested.
the reason this graph exists though is because the people reading the law interpret it that only "possession with the intent of distribution" is illegal. it doesn't matter though, because the moment someone finds cp on your electronics you've technically distributed them anyway. either way, this type of stuff is explicitly illegal.

Owning for a personal private collection is not illegal according to law, but it somehow doesn't stop police from arresting pedos and successfully sending them into jail despite everything being legal. Laws just don't work here the way they should technically work. Also accquisition of cp is illegal, if I remember correctly, so I have to guess there aren't many ways how you could get it legally for it to be stored in your collection in the first place.

ofc webhosts usually aren't punished for shit someone else posted as long as they clean up since they lack the intent (which is why it's probably explicitly mentioned in the law)
