That would be painful. You'd have all these great ideas for designs that soothe and make people want to improve their mental state - and staff to consider their responsibilities important - just to see it all trashed by others whose main concern is budgetary restrictions, through no fault of anyone's but the basic limitations of resource availability.
I have a lot of disdain for bad or apathetic architects but the visionary ones must live in a state of constant frustration.
