Saying stuff, like Ukraine can't join to NATO for she is in a war, or that Ukraine has unresolved territorial issues and can't join NATO, are facts. Hungary had to repeatedly confirm that we have no territorial demands against anyone before we allowed to join NATO. If stating facts is pro-Russian, then it is.
Orbán says these days that the war have to stopped right now with a cease fire, and then have to sit to the negotiating table, to close the war. Fact is, if we stop at this point, and Russia can have everything she's occupying at the moment... that is bad for Russia. For example Russia must have places like Odessa because the war showed that with attacks from there the Black Sea fleet can be wrecked, and whole Black Sea shipping is in danger. Or for example if the war stopped now, then Ukraine could gain time to train fresh troops in peace, the West could spin up weapon production and arm Ukraine a round 2. If this is pro-Russian, then it is.
The liberal school of foreign relations says that trade and interstate relations make and keep peace. The stronger the trade and other relations, the less chance for war. Orbán says that we should trade with everyone. If that is pro-Russian, then it is.
