Taiwan is free, but they are forced to identify themselves as an alternative government to the PRC called the ROC because otherwise PRC will consider it secession and invade them. The PRC tolerates Taiwan as long as they call themselves "China Taipei". But the PRC has no true power over Taiwan unlike with Hong Kong.

Taiwan claims and has the desire for sovereignty. Hong Kong is an Autonomous region and therefore, it has no desire to break away from China. Taiwan is a stateless nation and does want to break away from China.
