Why south America has such low coal mining and consumption?
 
This is a map from around 1900, when coal used to be a bigger portion of energy consumption in the world, and as you can see, south America is negligible.
 
Is coal from Brazil or Argentina low quality in comparison to German or British coal?

This isn't true, south Brazil for example has significant coal reserves.
Of course they are not overflowing like the US, but it is a significant number and it's strange that by 1900 they had such a low consumption.
