On the Hungary the average net wage is $1200.

Not sure how that "adjusted for living costs in PPP" changes that.

It does and a lot. Basically they just scale the average wages accordingly to the goods prices in the country. So if prices in Hungary are lower than EU average (which is obviously the case) the adjusted salary goes up, and vice versa.
