The only two options when American intelligence services might be aware in advance are:
1) Their FSB plants tipped them on the planned operation, like they normally do. Just as with the war itself, the plan was simply postponed rather than scrapped
2) They had info on planned ISIS activities which they normally share even with special needs countries such as Iran or Russia no matter what. Russia did not listen/failed to prevent this/decided not to prevent it for political gains with both internal and external audiences.
Nah, they switched to convincing the domestic audience it's some sort of WWII-esque apocalyptic event where Russia is on the holy defence. Russians rather prefer to attend concerts and ignore the war altogether tho, so who knows what lengths will Kremlin go to get its point across. Not sure why now. Bo doesn't lie when he says it doesn't look like Russia is about to run out of willing mercs any soon, there's plenty of depressive towns and villages full of desperate men deep in debt.
Medvedev wants to survive the shitstorm unnovichokd before he escapes to Argentina. He's basically commiting a social suicide in order to signal that he is not a candidate for succession and therefore not a threat to Putin. Smart move tbh.
He was, in fact, always percieved as the less radical version before and early into the war, more willing to cooperate with the west and perhaps able to cure some of the institutional disabilities caused by putin's rule. That is the exact reason he preventively 180'd his public image by this social suicide. This is not the kind of a system where competition for the highest seat is acceptable in any form. Keeping silence is just not enough of a precaution measure at this point. He can be pretty easily installed indeed, and that is his biggest risk factor that he decided to dodge.
I'm fairly sure that the desire to ignore the war is universal all across russia outside the niche category of people who/whose family members are willing to join the landsknechts. The true difference between different locations in Russia is the level of ability to afford such denial of reality, and ofc Moscow and Pidorburg rated highest on that.
Early into the war, smugly reminding everyone that "there is no war in russia stupid hohol why worri :^)" was the go-to option, but apparently they have now found some reasons to shorten the circle of people who have the right to ignore the war.
And yes, even if they don't outright blame Ukraine, it is still a major psyop with attempt of creating a certain 9/11-esque myth to convince the internal audience that they live in a "besieged" country. Russian people won't care though, I already forgot it happened.

It's harder case for the US, because they don't even recognize Taiwan. And embargoing China is also a pain in the ass. It was easy to tell EU to stop buying Russian oil (then sell 'em US oil and make them buy Russian oil at a higher price from India anyway) but US can't stop buying literally everything from China. So a war against China wouldn't be feasible. Not yet anyway. They could if they could produce the crap elsewhere, domestically, or in I dunno Africa or South America, stuff like car batteries, cheaper than China does. Then perhaps.
China too, they might not be ready even. There is a lot to learn in the Ukrainian war still, and should wait some until Russian weapon factories won't produce for the front, but for warehouses, and for foreign contracts. Russia wants to profit from those now that they are building up the capacity.
