I feel like if you tried to outbreed bad eyesight it is hard to argue that you limit the genetic pool by a potentially beneficial trait because I can't imagine any scenario were bad eyesight might be beneficial.
Eugenics does not necessarily mean that you sterilize people. Maybe the government could just incentivize to create beneficial traits in the population.
Eg. make artificial insemination free when the semen or even the eggs come from certain donors or even pay them money. It feels like such a wasted opportunity to leave the human genome to chaos.
Currently genetic selection is primarily done by women. Just look at the peacock if you want to know how well that works.
tbh. I think making the population more intelligent should be the primary goal because intelligence is the main trait that lead to success of humans over any other species. And even if you get other negative traits with it like maybe a higher depression rate this will be way overcompensated by the beneficial traits of a more intelligent population.
You see that in your studies and then you either stop selecting for more intelligence or you start selecting for the high intelligent speciments that don't have the markers for that genetic disease. Alternatively the more intelligent population will come up with treatments for the genetic disease so you might be able to keep going or genetically engineer it away.

A more intelligent population will be more capable of creating technological solutions for any kind of life threatening problems.
Most of the past environmental problems were solved by technology. Eg. developing alternatives for chlorofluorocarbons reverted the hole in the ozone layer. We don't have acidic rain anymore because power plant filter sulfur from their emissions. The better we get in developing technological innovations the more human lives will be saved from the effects of climate change.

There are some genetic components, and some environmental components, explained elsewhere in post. However for some things like Trisomy 21 (downs), that's usually a spontaneous mutation. It's not like they're born from retarded parents (well, you know what I mean).

I consider the "disabled" as people who directly born with these conditions, not some random vet who lost an arm.. My point is preventing disabilities that are uppon born, and i think most of these disabilities are like that. Look at fucking India with all these people with extra libs or gigantic parts that looks like they are from fallout.. Most of disabilities like mental ones and harsh physicl ones like down syndrome are directly related to the fetal age, you dont become homosexual or autist, youre born that way. Probably propaganda. As soon as you would have created specimen that have several 'superior' traits to other humans social pressure would likely do the rest. But I have not thought about it long enough to discuss this.

When did i mention ethnic groups? Unless you consider disabled as ones.. And what do you mean by personal freedoms? If you consider the fetus to be a non living beign, you should not give a fuck about what people do with it, enhancing it or killing it.. If you mean forcing people to apply those eugenics principles to their kids, whats wrong?
