When I go to a lake to swim I usually just wear sandals and no socks. It is nearly impossible to clean your feet after swimming at a lake good enough that you would feel clean with socks on so I don't bother with it.

The trick is to sit next to the water, dip your feet into it thus removing all sand/dirt from it, one at the time, then quickly drying it with your towel and slipping the sock on and then the shoe.

I see you like to live dangerously.
The probability that the towel, socks, and/or shoes get wet in the process would be way too high for me. Also when you dip you feet in too shallow water the process of dipping will cause water to get muddy from the ground which will make it impossible to properly get your feet clean.

You can keep the towel safely around your neck, and some riks must be taken. You can keep one sock in each pocket of the pants perhaps.
The muddying of the water can be avoided by keeping your feet barely touching the water at the surface while doing only sideway motions with them, carefully not to disturb the bottom of the lake
