Small ones are much scarier though. Big ones have some brains, are driven by logic and usually have somewhat moderate temperament as that's what they were breeded for. Small breeds howrver were selected only for looks so they are often stupid, overly aggressive or just insane.
I'm no dog expert, but not all of small dogs were bred to be lap dogs, e.g. dachshunds (for hunting badgers - just imagine how brave those little guys need to be)

that's a byproduct of greedy breeders (who shouldn't breed dogs with bad temperaments or health issues) and owners not socializing their dogs from the early age
also, I've been bitten by a dog before and once it latches onto you it doesn't want to let go, so I think it's way better to get bitten by a small dog which you can easily subdue
