Yeah west of the Urals it generally is but they have a shittonne of soviet and post-soviet migration from nonwhite countries.
There are white Iberians too, especially the further north you go there's less arab blood.

I'd say it's "second-grade European" and is fully aware of it, which is the true motivation behind pathetic tantrums it keeps throwing.
Perhaps we are witnessing the last explosion of its inferiority complex before it fades into history alltogether, giving way for a new understanding of what Russia and Russikies are.
