Hm? Internet is not just the WWW/HTML tho, by then, email, usenet, even IRC existed for quite a while already

It's about the general public being given access to the WWW and thus leading to the situation that we have today. Wasn't Usenet only accessible by some universities in its first years?

Usenet was designed to be publicly accessible but technical knowledge requirement and lack of infrastructure meant it wasn't really reachable to the masses.
Nonetheless e.g. furries have already organized over BBS early in the 80s, tho I think they only moved on to usenet in the 90s
