People do care! There are animal shelters literally in every district of the City. The issue is these are private initiatives, they are at a micro level, policies should be made from a macro level (each district should handle their own stray dogs issues). The thing is, a lot of districts are poor, a lot of people don’t have water, electricity or sewage so obviously the district’s governments have other priorities, and at a private level, well, people are busy trying to survive so they obviously can’t adopt, feed and care for stray dogs.
And even if the district’s government had perreras (I don’t know the name in English but is the place where State authorities gather stray dogs) to neuter them, vaccinate them, feed them and care for them, if they don’t get adopted they get executed (at least they used to do that here and the dog’s meat was used to feed lions from the circuses). Executing them for not getting adopted is not a solution either. Such cases.
