In school, institute/university, when studying master’s degree, at the gym, in any place where they teach martial arts or sports or group classes related to some kind of skill or specific knowledge. You can even meet people at the park, a grocery shop, etc. Literally everywhere.

 

But I think it depends on several factors, if you are attractive and outgoing then you will always meet and talk to new people, if you are a beta fugly autist you will not talk to anyone even if you are in an extremely crowded place when you are supposed to meet people because they do not want to talk with you.
