Judging solely from my experience alone I would say that this is not entirely true.
The fact that people are more open to talk about sexuality and the fact that they don't hide their sexual partners does not exactly mean that they are willing to have more sex than you would assume.
I've mostly met people who were less sexual than normal, but maybe I am biased by not having interacted with a large group of different people. From the people I have met I would say that a good portion of them were not very sexual, despite such topics as sexuality and ex partners being less taboo than other parts in the world, it really doesn't mean that people are having more sex because of it. I don't know, I would say that people here are rather average when it comes to having sex, maybe even below average, but they have no qualms about openly discussing their sex lives and sexual orientation. For some people the part about talking about their sex lives and orientations becomes more or less a pastime that in itself is an activity that is comparable to the act of having sex, this gives the people who discuss these topics a sense of enjoyment. The fact that they talk about it openly and emphasize on their sexual experiences to other people actually makes them less likely of having sex since being open about it is a vital part of an average person's sex life here. I would assume that in places like latin america people are less open about the act of having sex, socially are more prude, but in reality have far more sex than people in Europe despite that, all the while touching on the subject is taboo.
