Well, it's legal in the Netherlands and many people actually do it. I guess it's not that dangerous here as bike infrastracture is mostly isolated from high-speed car traffic.

In Germany many people do it as well, but imo those people are a danger for traffic, because their senses are restricted and they might not hear an approaching car or other people.
