Italy war production was below average of the other european countries. Some marshals told Mussolini that the country will be ready for war in 1943.
Bad cooperation with Germany since the beginning of the war, example the Battle of France, Invasion of Greece, Operation Compass.
 
Now about second question: I think it was difficult to revive fascism with the Allies armies in the country.

Fascism survived without Mussolini. In Spain.
 
The main problem for fascism however is that they were unjustly equated with krautism of Hitler everywhere.

He lost almost every single war he was waging even if it was against some Balkanian peasants equipped with pre-WWI hunting rifles so losing Italy sounds inevitable.
