The other half speaks different language but they can easily understand each other, these languages are quite close. While there're some regions in Russia which do not speak Russian actually, but they still called Ukrainians "the same" few years ago and they still humiliate them today and think of them as enemies - exactly as Russian-speaking regions of Russia. It has nothing to do with language and even culture, it's just manipulating bullshit used for politics and economy.

It was divided by different empires before WWI but cultures were still close (and basically that's why the language is the same). There were some political movements about uniting Serbia and Croatia centuries ago while they were parts of these empires - again, started as political bullshit to destabilize them.
