I just read that a woman in Philadelphia killed 3 people with her SUV trying to ditch a police control or something. Anyways, what really striked me as odd was the pictures of the cops they showed.

I have several questions:
Why are those photos made and when? (I know they exist for like all kinds of services as far as I know?) Do they only get released to public when the persons are killed and are they made for that reason?
Why do they wear the hat like that? The ribbon, don't they know it looks ridiculous like that? It looks like it's only touching the front side of the chin and not really doing anything useful in that position. WHY?
