Why do you think so? There were some countries ruled by women monarchs that started wars.

Margaret Thatcher acted like that, because she was a woman among men, thus she adapted to a male political climate and behavior. If every stateshead would have been a women, she would have been a different politician, I'm sure of it.

conclusion was that women that still had to prove themselves weren't more likely to start wars, but once they were established, they started waging war like mad, and especially used leverage on their husbands and their families to drag more allies in.
