If he wants to visit large cities, yes, but on the countryside many don't speak English well, the worst of the countries mentioned is definitely Italy.

I doubt OP is some hipster backpacker who wants to visit some herding/farming community at the mountains.

Half the Mongolian population knows English, so it’ll be easier for you to live here. Actually it’s kind of 40% English and 40% Russian, and the 20% is some other languages, like Japanese and German or Chinese.

What is there to do in Netherlands apart from visiting the tulip farms and the tall people wearing wooden shoes???? I would cut that country OUT.
