But how? India is out of power soon. And the only plan B they have is to convert food into ethanol and burn that, which will cause famine.

But how? By appealing to those desperate enough to seek a vacation through any means, that's how. There will be special reciprocal restrictions on how Indian tourists are treated by foreign countries.
So if NZ bans all entry of Indian tourists, the opposite will be true in India, allowing a ban of all kiwis who try to enter the country. Seems like a cheap ploy at being passive aggressive to me, but these are politics after all.
Despite those looming issues causing issues to your average sir, do you really think that'd disadvantage any tourist? I know I'd have a blast in any town or city facing energy or food crises and sticking around strictly for the atmosphere.
