My hypothesis is by sound ranging like Artillery sound ranging in the WW1.
But there must be in every Weather station a Sensor.

Industrial lightning strike counters are part of power surge protection installations, they monitor current spikes in the system. There are consumer weather stations that detect it as well but I don't know how exactly, probably by insane radio noise on all frequencies that lightning strikes produce.

Interesting, one lightning bolt hit something near my house, so i checked the map. The Industrial lightning strike counters wont show me, if a tree was hit.
I always thought for Radiolocation you need at least three receiver in the area.
