if its not busy they usually seem happy enough to respond, if the bus is empty they might even strike up a conversation about where your goin if you dress interestingly enough
 
if it's rush hour they'll ignore you

Probably depends on the person and their mood of the day. I don't think there is anything wrong with just saying "Guten Tag", though.
