I guess it's more about what kind of person you are than which country to choose. If you're a self-starter and a decision-maker, you will do fine in any country, even without education. As you want to evade vaccination and aspire low living costs you could either look at Third World countries that have weak vaccination infrastructure or unironically move to a rural US state.

Obviously, but I still wouldn't say that Germany has low living costs. Especially if you live in a big city, the rent will already take up most of your earnings (in the case you're not rich). Rent and such are important factors when it comes to living costs.
