Here's why I don't consider Pr0gramm to be an imageboard, but rather a glorified 9gag/Reddit board:
- User account names are attached to every post/comment, including their post histories
- Up- and downvoting as a sorting algorithm and no bumping
- Reddit-style comment section
- No image uploads for comments

By taking those points into consideration, it doesn't feel like 2channel, 4chan or Krautchan at all.

Whether you think it has its own culture of memes is irrelevant. A lot of online communities that are not imageboards share that characteristic.
If you swap the user bases of 9gag and Pr0gramm, it won't magically turn 9gag into an imageboard. On a fundamental level, those websites are practically the same.
