To me, it seems to be a very valuable piece of cinematography. This is somewhat relative to Dziga Vertov's "man with a movie camera", though the times have changed and people are not so happy about cameras anymore.
Surveillance cameras help solving actual crimes but in the end of the day I think it's them who made people so hostile towards cameras.

I wouldn't call annoying people a social experiment, anyway anything modern ("post-modern") like art, music and other creative work is just so low effort i can't take it seriously.
