Looks like it. Sadly I couldn't find more info about the circumstances this video was taken in. I heard in Frankfurt a. d. Oder / Słubice it is normal for service personnel to be bilingual and Poles and Germans do their business freely in both cities, which function as halves of one city. Maybe these guys were part of a reenactment group or movie and decided to have some fun. Or just two private collectors having a laugh.
