Many westerners take stuff like lack of corruption and government services just working for granted.
If in Bulgaria some gypsy gang comes to your property to do illegal shit in, that have bribed the local city council members, then you have no recourse.
Also if you think western bureaucracy can be slow, ineffective and total BS, you haven't seen third world bureaucracy.
Such is the tale of low trust societies.
Those lands are cheap for a reason.
By lack of corruption i mean lack of low level day-to-day corruption. High level lobbying shit happens in the west at large scale, but your local city's land administrator bureaucrats will actually try to do their job, and aren't easy to bribe.
