This is completely a question of moderation policies. Just remove and bann them immediately, they will focus their time and energy elsewhere where it is easy for them to post. Not banning them will make them feel welcome and at home, thus increasing their posting. Don't let them feel at home. Of course they will make attempts now and then, it is inevitable, but strict policies will keep them from filling the site with their shit.

Obvious shitposters need the boot, but we can't just ban everyone that get disliked but that doesn't break the rules. There's plenty of posters here already I dislike, but I don't want them banned, they haven't broken any rules.
Just have clear rules, guidelines and moderation policies; for example, an automatic ban for pedos, schizos and /pol/tards, write down for you and your moderators what type of action to take when these violations happen; "user posting poltard shit; reaction X or Y" and enforce it. Pedos especially should have no mercy.
This place can either be the legacy of KC or then we let that type of people will turn it to another copy of their shitty dwelling places. It obviously doesn't need to be a copy, but upkeeping about the same moderation policies that were used there might build up this place to become a good place for Bernds.
I understand the place needs people for it to grow, and bans should not be given easily, but we can't surrender the quality of the place to them just to have some activity, a slower growth is a better option in my opinion.

Oh almost forgot; there is a separate board here that is named and made for shitposting, people can ventilate all their shitposting needs there, but keep the other boards clean.
I recall when first 8chan splinters happened, one of them had an idea to implement democracy on a board, with monthly mod elections (?) that worked through the account system (that is already implemented here).
We've had several examples here now where posts were given trial by jury – this too could be considered a part of the system.
Of course right now everything is ad hoc, and personally I prefer it this way. I don't like overly systematised solutions; besides the problems of having to actually code it into the engine, I also feel that once something is systematically in place, that works mostly as an invitation for determined posters to try game the system to their advantage. Example: the upvote/downvote system so many sites use (notoriously reddit) that was supposed to perform self-moderation is ridiculously easy to manipulate.
