I don't think that is the case at all.

And now that UK introduces stricter online surveillance (oh we shouldn't forget about insane EU crap like Chatcontrol though!), which isn't about the "well-being of children" at all, but UK govt simply wants to know what their citizens are doing online, many will reach to VPNs and Tor as well - not just kids to avoid the filters. And they are right, they really should, and it's great that such tools exist.
