if you are searching for a province with relatively standard mandarin i suppose hebei province would be a good choice. its near beijing (well it surrounds beijing actually) and people there mostly speaks relatively standard mandarin. it has got some cities, while there are towns as well.

In the age of fakers, you really need a real photo to prove something. Grab a book in Chinese, put it on the table, next to delivery box, maybe a cover of the document without revealing identity, just regular stuff that westerner wouldn't have in his home, and snap a photo with the list of paper. Might even add a date.

In Russia we have obvious million-population cities, where you have everything you need for life including comfort, but there are everything below 1mill and below 500k where shitholes start because not enough money and people to keep business intrested. In Russia we have 16 cities with 1mill people, although some of them are fake since they consider maybe aglomeration population too. So 10 capital cities are decent living

 

And China has 107 cities with more than 1million people, if services in them are good, then its a little bit more than Russian type system. Of course China has some depressing villages somewhere in the mountains where no roads lead, but shit like that exist anywhere in big countries.
