It was me. Here there is no government oversight or regulation of the rental market (in fact of the housing market) and I could write a book about it, but this isn't the topic of the thread.
It's very easy to find apartments for rent without windows, below the minimum permitted size, etc in sites and social media, these places are rented and no one suffer consequences.
I for example 2 weeks ago visited what was advertised as a studio apartment in a Tel Aviv suburb, the owner through the telephone told me that she wanted to see all my payslips, that I had to pay 4 months of rent at once in cash on top of the deposit... When I actually got to the place, it is just a room in her house, there was a kid with her pregnant daughter watching TV there, there was no separation between this house and the "apartment", no different entrance, no electric clock or water clock (even though the tenant had to pay water and electricity by the contract).
Here they just throw things at the wall and see what sticks.
