Is this a solutioned problem in developed countries? This one particularly looks healthy, clean and well cared, maybe it escaped from a house or is one of the old days dogs that people open the door for them and go to walk and hang in the street (at least in m city it used to be like this when I younger) and will eventually return home today. I hope it is the latter.

There are more dogs than people in this country (not joking, look it up).
So naturally the streets are full of stray dogs.

Pets (and animals in general) shouldn’t be alone in the street, people can do bad things to them or accidentally run them over. Although stray dogs know how to cross avenues and streets correctly (better than most Peruvians tbh), there is always a chance that they fail.
 
I don’t remember many stray dogs when I was in Uruguay, except in the old port of Montevideo

In Germany there are no street dogs. It's a concept I can't fully understand. Why do 3rd world cunts like Peru, Georgia, Russia, Turkey etc. have them? Why does nobody care?

People do care! There are animal shelters literally in every district of the City. The issue is these are private initiatives, they are at a micro level, policies should be made from a macro level (each district should handle their own stray dogs issues). The thing is, a lot of districts are poor, a lot of people don’t have water, electricity or sewage so obviously the district’s governments have other priorities, and at a private level, well, people are busy trying to survive so they obviously can’t adopt, feed and care for stray dogs.
 
And even if the district’s government had perreras (I don’t know the name in English but is the place where State authorities gather stray dogs) to neuter them, vaccinate them, feed them and care for them, if they don’t get adopted they get executed (at least they used to do that here and the dog’s meat was used to feed lions from the circuses). Executing them for not getting adopted is not a solution either. Such cases.

stray animals are either adopted by people who find them or animal control catches and then places them in an animal shelter
