Not necessarily. In some countries people literally don't care about birthdays and just register the children in bulk when they go to the government office for official business.

Heh.. In Finland we also have this problem with immigrants being born on 1.1.2000 so they are registered as underage children. It was deemed "harassment" to get to information for immigrants real age :D
